Feasbility Study – Federally Qualified Health Center

Penquis, a community action program (CAP) agency in Maine, received a planning grant from the federal Health Resources and Services Administration (HRSA). The purpose of the grant was to explore the feasibility of establishing a federally qualified health center (FQHC) in Penquis’ mixed urban and coastal service area.

Working closely with a steering committee of community partners, we worked on a tight timeline to quickly assess the work that had been done to date, and to articulate four realistic options for moving ahead to establish a FQHC.  We identified additional information needs and sources, and outlined a plan for conducting more needed analysis.  We also held a series of public and private meetings with a range of stakeholders to assess the level of interest in the various options, and proposed a plan for a continuing community process.

Upon completion of work, we issued a final report that detailed options for moving ahead. This document is available on the Penquis website.
